How to Merge, Split and Convert PDF Files Safely

Practical guide · Updated 19 October 2026 · For everyday documents, photos and forms

PDFs are useful because a page usually looks the same on different devices. But combining receipts, separating application pages or turning phone photos into one document can be confusing. This guide explains the workflow, common mistakes and privacy checks before you share the result.

Apni Shop has a free PDF tool for merging and splitting PDF files, converting JPG or PNG images to PDF, and exporting PDF pages as JPG images. The tool is designed for straightforward tasks; it is not a replacement for a PDF editor that changes text, performs OCR or adds legally binding digital signatures.

How to merge PDFs without making a mess

  1. Rename files in the order you want, such as 01-form.pdf, 02-id.pdf and 03-receipt.pdf. This makes it easier to select them correctly.
  2. Choose the files and confirm their order in the tool before merging. Do not assume the order will match the order in which files appear in your phone's download folder.
  3. Run the merge and download the output with a clear filename, for example application-documents.pdf.
  4. Open the finished PDF and check the first page, last page, page rotation and whether any page is missing or duplicated.

Combining files does not automatically make their contents consistent. One file may be A4 and another a photo-sized page; one may be landscape and another portrait. That is not necessarily an error, but review the result if a receiving office requires a particular paper size.

How to split a PDF or extract pages

Write down the pages you actually need before starting. For example, if a 12-page statement needs pages 1–3 and 8 only, select those ranges deliberately and verify the result after export. A page number printed on a document can differ from the PDF viewer's page index when a cover sheet or blank page comes first.

Privacy check: Before sending an extracted PDF, open it and inspect every page. A file named “selected-pages.pdf” can still contain a page you did not intend to share if the wrong range was chosen.

Convert phone photos into a readable PDF

If the document is an official application, follow the receiving organisation's rules for file format, page size, colour, resolution and maximum file size. A general PDF converter cannot guarantee that a government portal, bank or school will accept a particular file.

PDF to JPG: quality versus file size

Exporting each page as an image is helpful when a site accepts images but not PDFs, or when you need to insert a page into a presentation. A higher quality setting preserves small text better but creates larger image files. A lower setting may be fine for a simple diagram but can make tiny print difficult to read.

After export, open at least the pages with the smallest text and check that characters are sharp. Remember that JPG is a lossy image format; converting a page to JPG and then back to PDF does not improve the original quality. If the recipient accepts PDF, keeping the PDF is often the better option.

Can a PDF converter edit text or read a scan?

Not every PDF is the same. A document created from a word processor may contain selectable text, while a scanned paper form may simply be a picture inside a PDF. Merging, splitting or converting a page does not create searchable text from a scan. That requires optical character recognition (OCR), and OCR output should be checked because names, Urdu text, serial numbers and handwritten entries can be misread.

Similarly, converting a PDF page to JPG creates an image; it does not remove password protection, verify a signature or make a document legally certified. Use a specialist, trusted tool for those tasks and follow the instructions of the organisation requesting the file.

Protect private documents

Documents can contain CNIC numbers, addresses, bank statements, signatures, medical information or customer records. Use a tool that clearly explains how files are processed. Apni Shop's PDF conversion and merge/split functions run in your browser on your device; the selected document files are not uploaded to Apni Shop's servers. This is different from AI features and live-data tools, which may contact external services as explained in our Privacy Policy.

Common problems and fixes

The output file is too large

Large phone photos often cause this. Resize photos before conversion if the receiving service allows it, avoid exporting every PDF page at maximum JPG quality unless necessary, and check the portal's exact limit. Keep an unmodified original before trying compression.

Pages appear sideways or in the wrong order

Rotate images before conversion, arrange files before merging, then inspect the finished file. If the original PDF has a rotated page, a simple merge will preserve that page's existing orientation.

Text looks blurry after PDF to JPG

Try a higher quality setting and inspect the output at its intended display size. If the recipient accepts PDF, use the original PDF rather than a JPG export.

The scanned PDF is not searchable

That is expected when pages are only images. Use an OCR tool if searchable text is required, then proofread the recognised text before relying on it.

Frequently asked questions

Does merging PDFs change the text?

A merge combines pages; it does not normally rewrite the text inside them. It also does not check whether the information in the files is correct.

Will every PDF be accepted by an online form?

No. Portals may enforce their own file size, page count, dimensions, password and file-type rules. Always follow the instructions for the exact application.

Can I delete one page by merging or splitting?

You can create a new PDF containing only the pages you select, but you must verify the output and keep the original until you know the new file is correct.

Are my PDF files uploaded?

Apni Shop's PDF merge, split and conversion features process selected files in your browser. AI tools and some live-data features use external providers; see the Privacy Policy for the difference.

Open the PDF tool

When your files are ready, open the Apni Shop PDF Tools. Keep a copy of the original documents until you have checked the output and confirmed that the recipient accepts it.
